The ban on Talos lead to the stormcloack rebellion, but even if it does succeed it is not a big loss for the empire. The banning of Talos is the only part of the treaty which was actual a little good for the Dominion but only a little. I would not be surprised if the mede’s have long tried to replace the blades with soldiers like the penitus oculatus which are loyal to the mede’s. Think what would happen if the blades were still around and the dragonborn joins the stormcloacks. The blades are not loyal to the emperor or the elder counsel but to the dragon born. Disbanding the blades in my eyes was better for the Empire then the Dominion.

Think about what the Dominion got in the white-gold concordat, they got land they were too weak to conquer leading to even more lost soldier and another military embarrassment. I think the great war was a small victory for the Dominion in the short term but over a longer period, the great war will be considered an empire victory.
